Detectives of the National Anti-Corruption Bureau (NABU) and prosecutors of the Specialized Anti-Corruption Prosecutor’sProsecutor’s Office (SAP) have filed a motion with the court to impose a preventive measure for businessman Herman Fistal, requesting that he be taken into custody with the possibility of posting bail for over 1.06 billion hryvnias. However, the court decided to set an alternative bail of only 200 million hryvnias, which is significantly lower than the losses caused to the state, which have been ongoing for many years. According to the investigation, Fistal is the leader of a criminal group that has been deceiving the state for decades, embezzling millions from budget funds. His family is being dubbed a “medical mafia” that, having political connections, was able to establish a scheme for unpunished enrichment.<\/p>\n\n\n\n
Law enforcement officers emphasize the need to set a high bail, arguing that Fistal should remain in custody to prevent influencing the investigation. The harsh attitude of the inquiry is a response to the audacity of the “medical mafia,” which, from year to year, embezzled budget funds allocated for the purchase of medical equipment for cancer patients.<\/p>\n\n\n\n
Despite all the evidence and requests, the court decided to release Fistal on bail of 200 million hryvnias, which allowed him to avoid real punishment. If he pays this amount, he undertakes to adhere to strict conditions, in particular, not to leave the Kyiv region borders and not to have contact with other suspects.<\/p>\n\n\n\n
Fistal is suspected of embezzling more than 231 million hryvnias, which were allocated for the purchase of medical equipment for the National Cancer Institute. The owner of the company “Avtospetsprom” became one of the key figures in the investigation of the case, which covers more than 300 companies and 12 countries. The investigation notes that the group under his leadership seized huge sums through fictitious contracts and overpricing.<\/p>\n\n\n\n
After Fistal’s arrest, several accomplices were also arrested, including representatives of companies operating in this area and doctors who held positions at the National Cancer Institute. The investigation considers this case to be one of the most high-profile in the context of the anti-corruption fight.<\/p>\n\n\n\n
Herman Fistal is known for his significant political connections, which have enabled him to obtain contracts in the field of medical procurement easily. His activities have received extensive media coverage, and his connections with politicians, including former deputies, highlight the injustice in the distribution of budget funds and the practice of monopolizing the medical services market.<\/p>\n\n\n\n
As a result of this scandal, it became clear that the justice system in Ukraine often remains the guardian of the interests of corrupt officials. Despite serious accusations and evidence, from the moment of Fistal’s arrest until the conclusion of the case, he and his accomplices have not faced any real consequences.<\/p>\n\n\n\n
This case once again highlights the problem of prosecutorial bias in the judicial system, which allows corrupt individuals to avoid punishment.
