In July 2025, thousands of Ukrainians liable for military service received notifications via the Reserve+ mobile application about possible violations of the law due to the untimely updating of military registration data. According to these notifications, they face a fine of 17 thousand hryvnias, but there is an opportunity to reduce this amount to half if they pay voluntarily.<\/p>\n\n\n\n
Public figure and scientist Anton Senenko noted that fines were sent even to those who timely updated their information under the law. The reason for this, he said, is a technical error related to updating the application’s functionality and synchronizing the database.<\/p>\n\n\n\n
Senenko explained that Reserve+ receives information from the register, which is formed by employees of territorial recruitment centers (TCC). If the database does not indicate that a person has updated their data, the system considers them a “violator”. This leads to the automatic generation of overdue notifications, offering to pay the fine without the participation of representatives of the TCC.<\/p>\n\n\n\n
On the app’s title page, a red message indicates a real violation, and then you should contact the CCC to clarify the circumstances. However, usually, a violation notification is just a system notification without confirmation in official documents.<\/p>\n\n\n\n
Following mass notifications about fines, queues have formed at the CCC as citizens seek to understand why they are considered violators and confirm that their data has been updated promptly.<\/p>\n\n\n\n
Meanwhile, the CCC assures that they are not related to the operation of the Reserve+ app and did not issue fines, so they cannot help with solving problems that arise in the app. This causes confusion and concern among the population.<\/p>\n\n\n\n
On social networks, Ukrainians are reacting to the situation with indignation, noting that without a legal decision and drawing up a protocol of an administrative violation, the app does not have the right to impose fines automatically. Experts point out that the laws do not allow technical systems to make such decisions.<\/p>\n\n\n\n
