Kyiv Mayor Vitaliy Klitschko believes that the decision of the Verkhovna Rada and the President’s signature on the withdrawal of 8 billion hryvnias from the capital’s budget should be perceived as a “robbery of Kyiv.” According to him, these funds were intended for critically important areas, including payments to doctors and teachers, repairs to schools and hospitals, as well as support for social programs and ensuring accessibility of public transport.<\/p>\n\n\n\n
He announced this information during the Kyiv City Council’s budget commission, according to StopKor journalists.<\/p>\n\n\n\n
Klitschko emphasized that the current decision contradicts the principles of budgetary independence, violates the Constitution, legislation on metropolitan self-government, and the rights of local authorities.<\/p>\n\n\n\n
At the meeting, he also noted that the Kyiv City Council plans to increase funding for programs supporting the country’s defenders by 4 billion hryvnias, resulting in a total amount of nearly 11 billion hryvnias in 2025. These funds will be used to purchase equipment for the military, including drones, robotic systems, vehicles, and other essential items.<\/p>\n\n\n\n
Additionally, the funding of the “Care” program will be increased by 130 million hryvnias to provide material assistance to Kyiv residents who find themselves in difficult living conditions due to shelling. In 2025, the volume of payments to victims is expected to increase almost fivefold compared to last year.<\/p>\n\n\n\n
Klitschko also focused on increasing support for the families of deceased defenders, prisoners of war, veterans, and people with disabilities. Two hundred ten million hryvnias will be allocated for these purposes, which will be used to compensate for housing conditions, cars, medical equipment, and prostheses.<\/p>\n\n\n\n
The mayor emphasized: “We have found ourselves in difficult living circumstances, but we continue to work on optimizing costs, ensuring the city’s vital activities, supporting the army, restoring destroyed housing, and preparing Kyiv for winter.”<\/p>\n\n\n\n
