Roman Tkachuk, director of the Kyiv City State Administration\u2019s Municipal Security Department, has received his sixth suspicion from law enforcement agencies. If found guilty, he faces up to 40 years in prison. The suspicions are related to official negligence, waste of budget funds, and improper functioning of shelters in Kyiv, which led to the deaths and injuries of people during missile attacks.<\/p>\n\n\n\n
Among the most high-profile cases involving Tkachuk is the purchase of diesel generators at inflated prices, which led to significant losses for the budget. In addition, he is accused of violations of the warning system and the safety of the population of Kyiv. In 2022, the department under his leadership purchased six specialized vehicles for rescuers and additional equipment at inflated prices, which caused losses of about 11 million hryvnias.<\/p>\n\n\n\n
Tkachuk believes that all the accusations are the result of political pressure to paralyze the activities of local authorities during martial law. Despite the criminal proceedings, he continues to perform his duties and receives a salary.<\/p>\n\n\n\n
One of the most high-profile cases was the closure of a shelter in the Desnyanskyi district of the capital, which led to a tragedy – the death of people. For this situation, Tkachuk was suspended for a month and placed under house arrest, but later he returned to work in the department.<\/p>\n\n\n\n
It was previously reported that Tkachuk worked remotely on the instructions of the city mayor Vitaliy Klitschko from July 14 to September 13, 2025 due to a preventive measure in criminal proceedings.<\/p>\n\n\n\n
According to the investigation, during the purchase of diesel generators in 2023, Tkachuk did not ensure proper market monitoring, which led to overpayments for more than 4.8 million hryvnias. His other actions, including the purchase of mini-power plants (losses of 1.8 million hryvnias) and the costs of relocating the pumping station, are also subject to verification.<\/p>\n\n\n\n
According to Ukrainian law, a report of suspicion does not entail mandatory dismissal from office, so Tkachuk continues to work in the Department of Municipal Security of the Kyiv City State Administration.<\/p>\n\n\n\n
From the relevant declaration for 2024, it became known that Tkachuk earned more than 1.3 million hryvnias, his wife Inna – more than 2 million hryvnias. Journalists also noted that he did not indicate in the declaration a three-room apartment in Kyiv with an area of \u200b\u200b\u200b\u200babout 70 square meters, the market value of which is estimated at 90-120 thousand dollars or approximately 30 thousand hryvnias per month of rent.<\/p>\n\n\n\n
