The Antimonopoly Committee of Ukraine continues to actively inspect public procurement for collusion, anticompetitive actions, and other illegal agreements that may harm fair competition. One of the recent cases concerns the decision of the Western Interregional Territorial Department of the Antimonopoly Committee of Ukraine, which imposed a fine on the private enterprises “KLINING-PRO” and “EUROPOBUTSERVIS” for anticompetitive actions. Despite this, Serhiy Kozolup’s structure is likely to continue its activities in state tenders, changing its legal form from a private enterprise to a limited liability company.<\/p>\n
Currently, the new LLC “KLINING-PRO” is participating in state procurement, having the same beneficiary (Serhiy Kozolup) and staff as the previous enterprise. It should be noted that the LLC has already won several tenders, despite the recent revelation of collusion schemes by the Antimonopoly Committee of Ukraine.<\/p>\n
A striking example is the tender announced by the Ministry of Economy on November 25, 2025, with an expected value of over 7 million hryvnias, comprising three lots for the maintenance of premises in Kyiv.<\/p>\n
Lot 1 – maintenance services for premises at 174 Antonovycha St.<\/p>\n
Lot 2 – maintenance of buildings at 24 Khreshchatyk St.<\/p>\n
Lot 3 – maintenance of an administrative building at 22 Bulvarno-Kudryavska St.<\/p>\n
This tender is currently at the stage of considering proposals. Based on the information, Mr. Vladovsky, the responsible person, has already considered the proposals and is likely to approve LLC “KLINING-PRO” as the winner.<\/p>\n
If the victory is confirmed, this will raise questions about whether enterprises on the AMCU “blocklist” can operate on the market. Did Kozolup manage to bypass state bodies’ control? What steps will the authorized persons take to respond to the situation?<\/p>\n

As a reminder, the Western Interregional Territorial Department of the Antimonopoly Committee of Ukraine has already imposed fines for concerted actions on “KLINING-PRO” and “EUROPOBUTSERVIS” related to participation in tenders of the Ministry of Economy and the Accounting Chamber, totaling 272 thousand hryvnias.<\/p>\n
The Antimonopoly Committee of Ukraine recorded signs of collusion during the consideration of the case against these companies, checking their cooperation in public procurement.<\/p>\n
Investigating the case, the commission found that the companies used the same IP addresses in the Prozorro system and also shared personnel. In addition, financial interactions between the companies were recorded, which, in some cases, indicate cartel activity.<\/p>\n
Serhiy Kozolup, who is the ultimate beneficiary of both companies, has a long history of participating in state tenders. His companies have received significant contracts to provide cleaning services for state institutions. In recent years, “CLEANING-PRO” has earned over 800 million hryvnias from such activities.<\/p>\n
In addition, the analysis showed that Kozolup has registered enterprises abroad, including in Poland and the USA, which indicates possible international activity.<\/p>\n
The question now is whether the relevant authorities will respond to the situation and what impact this will have on the public procurement market for cleaning services, especially in light of the already identified fraudulent schemes.<\/p>\n
