The story of former prosecutor Volodymyr Izotov demonstrates how a closed pension system for specific individuals works in Ukraine. This is underscored by the court’s order requiring the Pension Fund to pay him a monthly pension of 219 thousand hryvnias, which significantly exceeds the average pension level in the country and the income of active prosecutors.<\/p>\n
Such an astronomical amount was made possible by a certificate from the Kirovograd Prosecutor’s Office, where Izotov previously worked. This document states that over five years, more than 9.9 million hryvnias in additional payments exceeding the basic salary were recorded, and these data served as the basis for the court’s decision on the pension calculation.<\/p>\n
However, it remains unclear why these multi-million-dollar incomes were not recorded in his declarations for the specified period. According to official data, Izotov’s average monthly salary was about 44.7 thousand hryvnias, with no mention of “additional payments” or any explanation of their occurrence. This did not trigger any checks by the regulatory authorities, but became the basis for pension accruals.<\/p>\n
The observed scheme appears quite simple: the prosecutor’s office issues a certificate containing the necessary data, the court accepts it without verifying its compliance with the declarations and tax reporting requirements, and the Pension Fund executes the court’s decision. As a result, one of the most affluent pensioners is created, whose maintenance is covered by the budget without verifying the legality of his income.<\/p>\n
This case is not just the story of one person. It points to a system in which the corporate solidarity of the security forces has created specific rules over the years: profitable pensions, the courts’ tendency to be loyal, and a selective approach to evidence. When declarations lose their meaning and internal documents become the primary source of information, talk about equality and social justice becomes useless.<\/p>\n
Against the background of small pensions for most veterans, who are forced to survive on meager sums, constant accusations of a deficit in the Pension Fund, and calls for savings, such situations undermine trust in state institutions.<\/p>\n
