Understanding the validity terms of documents will help avoid misunderstandings. There are several types of passports in Ukraine: a “booklet”, an ID card, and a foreign passport, and each has its own replacement rules.<\/p>\n
Alina Kulava, a lawyer at the “De-Jure” company, commented on the validity of domestic and foreign passports and on who should be given priority in disposing of old documents.<\/p>\n
Validity period of passport “booklet.”<\/p>\n
The internal passport of the old model (1994) lacks a clearly defined validity period. Renewal is necessary only when reaching 25 or 45 years of age, changing the surname, or losing the document. In such situations, the citizen should contact the Migration Service to update the photo, after which they may be offered a modern ID card.<\/p>\n
At the same time, the law allows the preservation of the old passport through the court for those who wish to do so.<\/p>\n
Validity of the ID card<\/p>\n
The ID card contains a contactless electronic medium with biometric data, such as a photo, fingerprints, and an electronic signature.<\/p>\n
For minors under 18, a passport is valid for 4 years (from 14 to 18).
\nAfter 18 years, the document is updated every 10 years.
\nPersons aged 65 or older receive an ID card indefinitely.
\nChanges during martial law<\/p>\n
According to Cabinet Resolution No. 1202 dated October 21, 2022, ID cards and passport “booklets” that expired a month before the full-scale invasion (after January 24, 2022) remain valid until the end of martial law and for an additional 30 days thereafter. This norm does not cover foreign passports; their validity periods remain unchanged.<\/p>\n

Ordinary (non-biometric) foreign passports have not been issued since December 20, 2016, but previously issued passports remain valid until their expiration dates.
\nThe non-biometric passport was valid for 10 years from the age of 16.
\nA biometric passport can be obtained from birth up to 16 years – for 4 years, after 16 – for 10 years.
\nIf a non-biometric passport expires, a biometric one should be issued, which allows visa-free entry to the EU. The non-biometric passport can still be used, but visas will be required to travel abroad.<\/p>\n
