Kyiv plans to change the approach to heating residential apartment buildings by introducing a system of modular boiler rooms that will be located directly next to the buildings. This approach can contribute to achieving energy independence in a crisis situation, but it currently raises significant comments from experts, in particular Oleg Popenko, a specialist in the field of housing and communal services and energy. He believes that such measures should have been implemented earlier, but in general the idea is appropriate, since involving residents in financing can contribute to a responsible attitude towards common property.<\/p>\n
However, the main problem remains the uncertainty of the rules, in particular the question of who will own the boiler room after construction is completed. According to the logic of co-financing, it should become the property of the residents. However, there is a risk that the facilities could be transferred to the balance of Kyivteploenergo, which in turn could undermine the acquired independence in management.<\/p>\n
Technical details also remain uncertain, as it is not yet known what equipment will be installed and what fuel (gas, pellets or alternative sources) the boiler houses will operate on.
