Ukraine is witnessing a growing number of cases of abuse of power at the local level, which is a cause for concern. Among the questions that arise is whether these are isolated cases or a more serious systemic problem.<\/p>\n
One of these cases was a journalistic investigation into the head of the Broshniv-Osadsk territorial community, as reported by sources who cover the work of officials.<\/p>\n
It is important to ask how far the feeling of impunity among local leaders can go. The decentralization reform has certainly been an important step in strengthening communities, but not all officials use their powers for the benefit of society. Sometimes this leads to the use of power for their own purposes and the establishment of authoritarian methods of governance.<\/p>\n
The editorial office receives numerous appeals from citizens regarding the actions or inaction of local leaders, and although it is not always possible to react quickly, individual cases attract attention.<\/p>\n
A striking example is the case of Taras Manoryk, the head of the Broshniv-Osad community. Journalists, together with an anti-corruption agency, have launched an investigation into possible wrongdoing in his activities.<\/p>\n
Manoryk’s name is not the first time it has appeared in the media. His actions have already sparked discussion before, and a new turn in history began with the events of 2021.<\/p>\n
After being appointed to the position in February 2021, Manoryk dismissed his deputy, Natalia Oleksiuk, which, as it later turned out, was not justified from a legal point of view.<\/p>\n
In June 2021, the Ivano-Frankivsk District Administrative Court ruled to reinstate Oleksiuk and reimburse her for her earnings during her forced absence. The Court of Appeal upheld this decision, and the Supreme Court refused to consider the case, thereby confirming the legality of previous decisions.<\/p>\n
At the same time, the court’s decision was not implemented. For its failure to comply, officials were fined, and more than 15 thousand hryvnias were collected in favor of the state, and these funds were paid from the community budget, and not personally by the official.<\/p>\n
In May 2024, Manorik was served with a suspicion in connection with the failure to comply with a court decision under Part 2 of Article 382 of the Criminal Code of Ukraine. The case was transferred to the district court.<\/p>\n
However, the consideration is being delayed – a year later the court has not yet had time to proceed to the questioning of witnesses. It is known that the defendant has repeatedly found grounds for postponing hearings, citing health and other circumstances.<\/p>\n
Additionally, despite the defendant’s status, the official continues to travel abroad to meet with his family.<\/p>\n
The question of whether he will be able to avoid liability remains open. In the meantime, journalists plan to continue to monitor this case and related issues.<\/p>\n
