According to Oleksandr Merezhko, chairman of the parliamentary committee on international affairs, one of the main barriers to mobilization is the perception of military service as an irreversible decision.<\/p>\n
People have an uncertain idea of \u200b\u200bthe terms of service and the possibility of replacement, which makes them unwilling to join the army. For example, if there was a clear understanding that the service would last a year with subsequent leave, there would be many more people willing to join the armed forces.<\/p>\n
Merezhko notes that the situation is primarily psychological in nature. He believes that Ukraine has enough human resources to wage war for a long period. However, the decisive factor is the number of military personnel, as well as the proper management of these resources and the creation of conditions that would encourage people to accept responsibility. When there are many draft evaders in society, this demotivates those who can go to serve.<\/p>\n
In the early stages of the war, Ukraine relied heavily on volunteers and did not actively recruit young people into the army. Over time, mobilization measures were expanded, but mandatory conscription still applies only to men aged 25 and older, while initially it was for those over 30.<\/p>\n
In addition, starting in mid-2025, the government decided to allow men aged 18-24 to travel abroad, which hundreds of thousands of people took advantage of. Representatives of the Servant of the People party explained this decision by the need to preserve youth as a strategic resource.<\/p>\n
Attempts to recruit young people into the army through financial incentives have proven ineffective. Despite all efforts, such measures have not brought the expected results, as they have not improved the recruitment situation, given the reported losses.<\/p>\n
