The well-known People’s Deputy of Ukraine Viktor Myalyk, who heads the construction company LLC “MDS-BUD”, for a long time was engaged in the construction of multi-apartment residential complexes on plots of land purchased in the name of a deputy of the Mlynivka District Council, without proper justification of the legality of the use of funds and without reflecting it in the declaration.<\/p>\n
The Supreme Anti-Corruption Court (SAC) recognized 7 land plots with a total area of \u200b\u200b\u200b\u200babout 4 hectares as unfounded assets, which led to their seizure into the property of the state. This decision became final on January 19, 2026.<\/p>\n
How was the scheme implemented?<\/p>\n
On November 4, 2020, a deputy of the Mlynivka District Council purchased 5 land plots in the Buchansky district of the Kyiv region for UAH 5,668,200 through a representative by proxy. Prosecutors noted that at the time of the purchase, neither Myalyk nor his wife had documented income that would allow them to pay for these plots. In addition, the purchase did not appear in the MP’s 2020 tax return.<\/p>\n
From November 17 to 20, 2020, three of these plots were merged into one, and then redistributed into five new ones with new cadastral numbers to complicate asset monitoring. However, the ownership rights remained with the same individuals.<\/p>\n
On November 24, 2020, all 7 plots were transferred to MDS-BUD LLC, which is also owned by Viktor Myalyk, under superficies agreements. Over the past 5 years, more than UAH 30 million has been invested in construction, and the expected profit is UAH 114 million. The initial cost of the plots reached UAH 5.6 million.<\/p>\n
Court decision<\/p>\n
On August 8, 2025, the Supreme Court of Justice of Ukraine granted the state bodies’ claim in full. The owner of the plots personally filed a request for recognition of the claim, stating that he could not confirm the legality of the source of his finances during the trial. His wife also did not object to this application.<\/p>\n
A representative of the company “MDS-BUD” asked the court not to seize the plots, but instead to order compensation for their value of UAH 5.6 million, arguing that the confiscation would affect investments in the amount of UAH 145 million. The company even deposited this amount in the Supreme Court of Justice of Ukraine as a guarantee payment, but the court refused to grant the said request.<\/p>\n
Despite attempts to appeal this decision, on January 19, 2026, the Supreme Court of Justice of Ukraine left it unchanged, thus the decision became final.<\/p>\n
Current Status<\/p>\n
From a legal point of view, the plots already belong to the state, but the actual registration of property rights and the determination of the balance holder have not yet been completed, which has led to a legal pause that may last for months. In the meantime, Viktor Myalyk continues to work in the Verkhovna Rada, representing the interests of citizens in the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning.<\/p>\n
The public is of great importance in the investigation of this case, because transparency and media coverage of these situations are effective tools of control by society, especially at a stage when a legal decision has already been made, but the administrative process of its implementation is just beginning.<\/p>\n
Also, recently, the Supreme Anti-Corruption Court approved a plea agreement in the case of unjust enrichment of one of the former deputies of the Odessa Regional Council, who admitted his guilt even before being charged and pledged to compensate the state and the army for over UAH 13 million.<\/p>\n","protected":false},"excerpt":{"rendered":"
