Russia has handed over to Ukraine a two-part memorandum with proposals for ending the conflict, which includes conditions for a ceasefire and the basis for a peace process, Vladimir Medinsky, the head of the Russian delegation, said.

The memorandum, according to TASS, consists of two parts. The first describes Moscow’s position on the conditions for a lasting peace, while the second contains plans for a cessation of hostilities.

In the first part of the document, Russia insists on recognizing Crimea, as well as the occupied Luhansk, Donetsk, Zaporizhia, and Kherson regions, as parts of the Russian Federation. The requirement is the withdrawal of Ukrainian troops and other forces from these territories.

In addition, the concept of Ukraine’s neutrality is proposed, which includes a ban on joining military alliances, establishing foreign bases, and signing agreements that could contradict this status. The memorandum also calls for confirmation of Ukraine’s nuclear-free status and limitations on the size and armament of its armed forces. Russia calls for the disbandment of nationalist formations in the armed forces and the National Guard.

The document also provides for the protection of the rights of the Russian-speaking population, granting the Russian language regional status, prohibiting the glorification of Nazism and the activities of nationalist organizations. It also provides for the lifting of all sanctions and the restoration of economic ties and transport links.

The second part of the memorandum contains two options for a ceasefire. The first provides for the complete withdrawal of Ukrainian troops to an agreed distance. The second is a “package agreement” that prohibits the movement of troops, mobilization, as well as the participation of foreign military personnel, and the receipt of foreign assistance.

It also proposes the creation of a bilateral center for monitoring compliance with the ceasefire, the exchange of amnesties for political prisoners, and the abolition of martial law. The document states that the date of presidential elections in Ukraine must be announced no later than 100 days after the abolition of martial law.

The planned actions must be confirmed by a UN Security Council resolution that will have legal force.

The head of the Russian delegation drew attention to the fact that the memorandum has a rather detailed structure, and the Ukrainian side is currently analyzing it.

It is worth noting that on June 2, negotiations between Ukraine and Russia resumed in Istanbul, during which the Ukrainian side also presented an official memorandum.
