Transferring Ukrainians to a new system without CCC
A new resolution of the Cabinet of Ministers of Ukraine has come into force, which has made changes to the process of obtaining a deferment from mobilization. According to the document, now conscripts cannot submit their applications directly to the territorial recruitment and social support centers (TCS). The entire process will be carried out through a new digital platform or administrative centers.
According to Resolution No. 467, adopted on April 8, 2026, the state is moving to a more administrative and digital format for processing documents, transferring the relevant powers from the TCS to the administrative service centers (CSN).
Now, persons subject to mobilization are required to submit their applications through the “Reserve +” application or directly to the CSN. Here, administrators will help to form the necessary applications, scan all documents and send them to the TCS in electronic form, leaving the originals with the applicant.
The procedure has become less complicated – lawyers note that during the consideration of the application, which lasts from 7 to 15 days, a person cannot be sent to a medical board or be subject to mobilization measures. After the decision is made, the data is automatically updated in the “Reserve +” system.
It is worth noting that the CCC is no longer accepting applications for deferment. Attempts to submit documents according to the old scheme may result in a refusal.
