New mobilization rules from June 1: important points to avoid trouble

War brings not only suffering but also new challenges in everyday life. Millions of Ukrainians have been forced to leave their homes, but state requirements for military service remain intact. As of June 1, 2025, internally displaced persons (IDPs) will be subject to new mobilization rules that require them to take greater responsibility for their safety and security.

Updated mobilization rules for IDPs

Many Ukrainians have become internally displaced due to the military conflict. However, from June 1, 2025, new legislative changes in the field of mobilization will come into effect for men of military age from among IDPs. It is essential to understand that even if you have left your home due to hostilities or have lost your housing, this does not exempt you from military service.

Even if you lose your documents during the evacuation, you are required to contact your Territorial Recruitment and Social Support Center (TCC and SP) and state authorities, who will strictly adhere to the principles of mobilization.

Main obligations of internally displaced persons

The new law defines specific obligations for IDPs regarding military registration. These rules are designed to ensure the relevance of data and monitor the fulfillment of military obligations.

Main requirements:

In the event of moving, it is necessary to notify the TCC of your new address within 10 days. This is crucial for updating information and preventing potential misappropriations.

If you plan to return to your home region, please notify the TCC at least three days before the trip to avoid any registration issues.

When moving, men of draft age must register for military registration at their new place of residence.

It is necessary to have documents confirming your identity with you, such as a passport and IDP card. If you lose some documents, try to collect as much information as possible to prove your status.

Keynote: providing false information may result in obligations to return state assistance. This provides an additional incentive for IDPs to fulfill their commitments.

The process of interacting with the CCC

Interacting with the CCC can be alarming, but knowing the process can significantly simplify the situation. The procedure is as follows:

Receiving a summons from the CCC, which can be delivered in person or sent in another way.

Visiting the CCC to update your data so that the institution has up-to-date information about your location and status.

Undergoing a medical examination to determine your suitability for military service.

The CCC considers the presence of grounds for deferment. If there are legitimate grounds, they will be taken into consideration.

If there are no grounds for deferment, you will be officially sent to service.

Consequences of ignoring mobilization

Failing to comply with the new rules can result in serious legal consequences. Failure to attend the CCC, concealing one’s whereabouts, or failing to speak out may be considered evasion of mobilization. This is not an administrative offense but will result in criminal liability.

Relocation does not exempt one from compliance with military registration laws. In the context of tightening legislation, all IDPs must be aware of developments and comply with their obligations to avoid legal consequences. Ultimately, this is not only a matter of legality but also one of civic awareness, particularly at a time when the country needs everyone.
