Conditions for a peaceful settlement from Ukraine: information about the memorandum at the negotiations in Turkey

On June 2, negotiations between Ukraine and the Russian Federation resumed in Istanbul, with Turkey acting as a mediator. The Ukrainian side handed over the text of the official memorandum to the Russians.

The negotiations began after thorough consultations between Turkish diplomats in Moscow and Kyiv, as confirmed by Turkish Foreign Minister Hakan Fidan. The primary points of the document pertain to the conditions for a peaceful resolution of the conflict.

Journalists published the text of the memorandum, which outlines the key conditions for the development of peace negotiations.

The most critical condition is a complete ceasefire on all fronts – on land, in the air, and at sea. Ukraine has demanded a cessation of hostilities for at least 30 days before the start of any negotiations, with the possibility of extending this period. Control over compliance with the agreement is planned to be transferred to the United States with the support of other countries.

The memorandum also outlines confidence-building measures, such as the return of all deported children, an “all-for-all” prisoner exchange, and the release of civilian hostages held since 2014.

The Ukrainian side considers the primary goal of the negotiations to be achieving lasting peace and security, thereby preventing the recurrence of aggression.

The document also emphasizes that Ukraine has the right to determine its foreign policy, including the possibility of joining the European Union and NATO. At the same time, no restrictions are allowed on the number or deployment of Ukrainian or allied forces on the territory of Ukraine.

Regarding territorial issues, Ukraine does not recognize the changes to the borders that Russia has made since 2014. The contact line that was in effect before the start of the active phase of the conflict determines the starting point for negotiations, and discussion of territories is possible only after a sustainable ceasefire.

Some sanctions against Russia may be gradually lifted, subject to compliance with the agreements, with appropriate mechanisms in place for their reinstatement in the event of a violation. Frozen Russian assets could be used to rebuild Ukraine or remain frozen until reparations are paid.
