Ukrainians are promised an increase in social benefits: what amounts and who exactly will this apply to?

The Ukrainian government is introducing a new social assistance system, promising higher payments and a wider range of beneficiaries.

The first changes will come into effect in July 2025. Social Policy Minister Oksana Zholnovych said that the new payments will exceed the established subsistence minimum. The authorities do not anticipate any arrears, and additional measures aimed at strengthening social guarantees are planned to be implemented by the end of the year.

Ukrainians, foreigners, stateless persons permanently residing in Ukraine, as well as refugees and individuals in need of additional protection, are eligible to participate in the project. At the same time, assistance will not apply to those who are in territories temporarily occupied by Russian troops or outside Ukraine.

The project is scheduled to start operating on July 1, 2025. Persons who already have the status of low-income families, single mothers, or families with many children, as well as those who receive state child support in case parents evade alimony, will be able to apply for assistance. From October 1, the range of potential recipients will be expanded, and others, by the new criteria, will also be able to apply for assistance.

The project is implemented by the Ministry of Social Policy, the Ministry of Digital Transformation, and the Pension Fund of Ukraine.

Despite Russia’s military aggression, Ukraine continues to implement new social initiatives, supporting the most vulnerable segments of the population. It is essential to participate in volunteer initiatives and support national efforts actively.

Earlier, new financial assistance to Ukrainians of 20,000 hryvnias per month was announced, along with an increase in social assistance to 12,150 hryvnias. Three categories of Ukrainians can receive 4 thousand hryvnias each. Details on applying can be found in online resources.
