New IDP support program for purchasing housing: who is eligible for assistance

A new program is being developed in Ukraine that will provide support to internally displaced persons whose homes remain in enemy-controlled territories. This initiative will enable the purchase of new housing.

Details of the program were announced by Pavlo Frolov, a Ukrainian MP and head of the Temporary Special Commission of the Verkhovna Rada on the Protection of IDPs’ Rights. According to him, although the final decision has not yet been approved, negotiations between the Ukrainian government and the World Bank are already actively underway.

What will the new program include?

Internally displaced persons who have lost their homes due to the occupation will be able to receive special vouchers for new housing. These vouchers can be used to repay a mortgage or as a down payment for its registration.

Frolov notes: “The temporary special parliamentary commission on the protection of IDPs’ rights fully supports this government initiative, as it promotes fairness and expands compensation mechanisms for citizens whose homes have been occupied.”

Who can benefit from the program?

First of all, the following will be eligible for housing vouchers:

Families of deceased military personnel;

combatants;
orphans;
persons with disabilities;
large families.

The plan is to provide vouchers at the final stage of the program to other categories of internally displaced persons whose housing remains in temporarily occupied territories.
