State support: who will be able to receive 4,500 hryvnias per month starting in July
As of July 1, 2025, a new type of social assistance will be introduced in Ukraine – basic social support, which will combine various payments for low-income families. This became possible thanks to Resolution No. 371 of the Cabinet of Ministers of Ukraine, adopted on March 25, 2025.
The government will have to implement an innovative experiment that can change the social assistance system. Over the next two years, this form of support will be provided to the most vulnerable categories of the population.
This is the first attempt to integrate systemic basic support for socially vulnerable groups. In the event of positive results from the experiment, it is planned to expand the model nationwide.
Who will be provided with assistance?
The project will be implemented in two stages. From July 1, 2025, basic social assistance will be provided to those who already receive one of the following types of state support:
low-income families,
single mothers,
large families,
children whose parents evade paying alimony or are absent.
As of October 1, 2025, the program’s recipient circle will expand to include other families and citizens who meet specific criteria.
It is worth noting that assistance will not be provided to individuals living in territories subject to temporary occupation, as well as to citizens who are abroad.
Amount of social assistance
The basic amount of social assistance is set at 4,500 hryvnias. The program is financed from the state budget within the framework of the “Support for Low-Income Families” initiative.
How the new system will work
By July 1, 2025, the Ministry of Social Policy must complete several tasks:
improve the Unified Information System of the Social Sphere;
establish electronic interaction with banking institutions;
introduce electronic offices for users;
provide a mechanism for processing decisions after verification of payments;
inform citizens via the Diya platform or e-mail.
Additionally, the Pension Fund must enter into agreements with banks to connect its employees to the new system. The Ministry of Social Policy will report quarterly to the Cabinet of Ministers on the project’s progress and, upon completion, plans to submit a final report with proposals for possible legislative changes.
Additionally, it is worth noting important information regarding other social initiatives, in particular, free food packages for pensioners and the possibility of receiving compensation for caring for loved ones.
