Changes in taxation of second-hand goods sales: what awaits Ukrainians

The Cabinet of Ministers of Ukraine has submitted a new bill to the Verkhovna Rada, amending the rules governing the taxation of digital platforms. According to this document, services such as OLX, Prom, Rozetka, Uklon, and Bolt will be required to collect tax from users who sell goods or provide services online. At the same time, the tax rate for individuals will be reduced from 18% to 5%. This information was published by Danylo Getmantsev, the head of the parliamentary finance committee, on his Telegram channel.

Getmantsev noted that the new project is not the introduction of a new tax but rather the implementation of an existing norm in the Tax Code, which has not been actively discussed before. Previously, transactions in this area were also taxed, but they were not reported for tax purposes.

According to the deputies, the purpose of the bill is not to limit opportunities for selling personal belongings; they assured that citizens will not be required to pay taxes on the sale of unnecessary items. The document introduces the concept of a tax agent, which will be the digital platform itself, responsible for collecting and remitting taxes.

Income from:

  • rental of real estate (residential and commercial);
  • provision of personal services;
  • sale of goods;
  • rental of vehicles will be subject to taxation.

The bill also includes an initiative for the international automatic exchange of information on income received through digital platforms, which meets international tax standards.
