Ukraine may suspend subsidy payments: funds will be directed to other needs

The existing subsidy program for internally displaced persons, which provides partial compensation for housing rental costs, may be suspended.

Minister of Social Policy Oksana Zholnovych announced this during the Human Capital Dimension forum at URC 2025.

The implementation of the program has encountered a serious problem: widespread evasion by landlords of concluding official agreements. This raises questions about the effectiveness of this initiative.

“We have implemented the European model of rental subsidies, but we are faced with the fact that the majority of landlords rent out housing illegally, without declaring income and without paying taxes,” she noted.

As a result, the authorities are considering the possibility of redistributing budget funds to other social programs that will bring greater obvious benefits. However, specific areas have not yet been determined.

Subsidies for housing rental began to be paid from the end of January 2025. IDPs who:

have left occupied or frontline territories;
do not have their housing in safe regions of Ukraine;
spend more than 20% of their income on rent;
Do not receive other payments. IDPs are eligible for this assistance.
Previously, possible changes in social payments were reported, including restrictions for specific categories of citizens.
