Drivers are in shock – the government is preparing to increase traffic fines: which violations will lead to bankruptcy

Parking on sidewalks, talking on the phone while driving, and worn tires — these “little things” could have serious financial consequences for drivers in 2025. The Ukrainian authorities are preparing significant changes to the fine system, which will result in increased penalties for the most common traffic violations.

The primary objective of this reform is to enhance road discipline, decrease the number of accidents and casualties, and implement new, automated control methods. Read more about what will change.

The most significant increase will be in fines for parking in pedestrian zones, bike paths, and public transport stops. Previously, fines ranged from 340 to 510 hryvnias, but now they are planning to increase them to 1,700–3,400 hryvnias.

A mobile violation detection system is already operational in Kyiv and Lviv, and it is planned to be introduced in other cities of the country soon.

Some violations that were not always recorded before will now be monitored by cameras. The increase in the number of automated control devices will significantly reduce the number of cases of driving through a “nearly red” light, for which a fine of 850 hryvnias is provided.

Special attention will also be paid to the technical condition of cars. This is especially true for worn tires: if the tread depth is less than 1.6 mm, drivers may face a fine of up to 1,500 hryvnias. The braking system, lighting devices, and the presence of seat belts will also be checked.

Using a phone while driving will receive a new status – it is no longer just a minor violation, but a serious threat. Currently, the fine for this is 510 hryvnias, and new changes may increase this amount to 1,000–1,700 hryvnias. If the phone caused an accident, the fine may reach 5,100 hryvnias.

In the case of systematic violations of traffic rules during the year, fines for each subsequent violation may double. This applies to speeding, parking violations, and failure to wear seatbelts.

Let us remind you that violations, with possible fines exceeding 40,000 hryvnias and driving bans, are a reality that Ukrainian drivers may soon face.
