Fedorov announced the cancellation of the Ministry of Education and Science order on distance learning on July 18

As of July 18, 2025, Ukraine will cancel Order No. 1112 of the Ministry of Education and Science, which had authorized the widespread use of distance learning in schools.

This was announced by the potential First Deputy Prime Minister Mykhailo Fedorov in his video address.

This decision was made in response to numerous appeals from parents, public organizations, and law enforcement officials. The authorities intend to gradually reintroduce face-to-face education in regions where this is possible, given the prevailing security situation.

Fedorov noted: “On Friday, order No. 1112 will be canceled, which has many questions from the community and deputies. Together, we will look for ways to return children to safe offline schools, as well as ways to compensate for the knowledge that was lost due to COVID-19 and the full-scale war.”

Education reform begins in September.

From the beginning of the new academic year, Ukraine will launch the national “Offline School” program, aimed at returning approximately 300,000 children currently studying remotely to full-time education. The main attention will be paid to students from safe regions where there is the necessary infrastructure and shelter.

In frontline regions, the construction of protective structures is underway, which will enable some schools to transition to an offline format as well. Where face-to-face education is currently impossible, alternative forms of education, such as blended or distance learning, will remain available.

Reasons for the cancellation of the order

Order No. 1112 was introduced during martial law to regulate distance learning. However, over time, the document began to receive increasingly negative reviews: parents and teachers noted that the quality of education had deteriorated, student engagement had decreased, and control over the level of knowledge had become more challenging.

In addition, the authorities intend to gradually eliminate the consequences of educational losses suffered by Ukrainian schoolchildren as a result of the pandemic and the war. The return to offline learning is considered a crucial first step in this context.

Next steps

The government plans to present a detailed implementation plan for the “Offline School” program shortly, with an emphasis on safety, school readiness, and pedagogical support for children who have been studying online for an extended period.

At the same time, consultations will continue with local communities, educators, and deputies on further reform of the education system in wartime conditions.
