17-year-olds reminded of possible fines: CCC may consider them tax evaders
Boys who do not register for military service before reaching the age of 18 may be subject to administrative sanctions. According to current Ukrainian legislation, such a violation is subject to a fine of 17,000 to 25,500 hryvnias.
Based on the law “On Military Duty and Military Service”, all men who turn 17 this year are required to register with the territorial recruitment and social support center (TCK and SP) from January 1 to July 31, regardless of the month of birth. This means that even if a boy celebrates his birthday in the fall, he must register by the end of July.
When is liability imposed?
According to the Code of Administrative Offenses, individuals aged 16 and above can be held liable. Thus, a 17-year-old boy can be fined for failing to register for military service on time.
Do such cases occur in practice?
Lawyers note that cases of prosecution do occur, but official data on this is limited. The CCC and the SP develop most protocols, and they become known only after court proceedings. There are at least two such cases (2018 and 2019), in which the fine was canceled in one instance and left unchanged in the other.
Attention: Even if the violation is discovered later, this does not exempt one from liability; decisions may be made later.
How to register for military registration
You can register in several ways:
by personally visiting the territorial recruitment center (CCC and SP);
through the “Reserve +” mobile application, available both in Ukraine and abroad;
through consular institutions for those who are abroad.
The following documents are required for registration:
A passport of a citizen of Ukraine;
Identification code (TIN);
extract from the register of the territorial community about the place of registration;
a completed application for registration.
It is worth noting that the presence of potential problems and violations requires an urgent response, and lawyers call for reforms in the CCC system.
