Utility costs will become a heavy burden: Ukrainians have been deprived of a necessary benefit – who should prepare their budget?

Since 2025, new rules for providing benefits for paying for housing and communal services have come into force in Ukraine, and these changes have come as a surprise to many families: now a significant part of Ukrainians have lost access to the usual discounts.

According to the new rules, benefits are received depending on the average monthly total income of the family over the past six months. If this income per person exceeds 4,240 hryvnias, the family is deprived of benefits.

This innovation has affected several categories of people for whom benefits are no longer assigned automatically. If the family income exceeds the established threshold, assistance will no longer be provided.

The only exceptions are combatants and persons with war-related disabilities. For them, the system of benefits remains unchanged, regardless of income level.

Such changes have already caused considerable indignation among Ukrainians. People who have enjoyed benefits for many years suddenly found themselves without support in the face of rising tariffs. Although formally the benefits have not been abolished, in reality they have been tied to income, which for many families already exceeds the new threshold, even with modest earnings.

Recall that gas prices have risen sharply, which creates an additional financial burden for the population.
