Significant changes in the rules have taken place in Ukraine: who will it mainly affect?

In Ukraine, from July 1, 2025, new rules will come into effect regarding the appointment and payment of monthly cash benefits for citizens living with persons with disabilities of group I or II, in particular with mental disorders. The changes are enshrined in the resolution of the Cabinet of Ministers of Ukraine No. 765, adopted on June 25, 2025.

According to the new procedure, the Pension Fund of Ukraine has been given responsibility for the appointment and payment of this benefit. The benefit will be intended for the care of persons who, for medical reasons, require constant supervision. Those who provide care and meet certain conditions can count on receiving financial support. In particular, they must be a capable person and live or be registered at the same address as the person with a disability.

To receive assistance, applicants must submit a particular set of documents, which includes: a standard application, income declaration, passport or other document confirming the identity, identification code, income certificate (if there is no data in state registers), an expert opinion on the need for constant care, an extract from the decision of the commission for assessing the condition of the person, as well as an act of examination of material and living conditions.

You can apply for assistance through the Pension Fund service center, the administrative services center, authorized persons of local government bodies, by mail, or online through the “Diya” portal.

The application for assistance will be considered within six months. For unemployed pensioners or persons with disabilities who also provide care, the possibility of receiving payments for 12 months is provided. To do this, you will need to submit an application and a copy of the workbook confirming the absence of work.
