Financial assistance to Ukrainians: who is entitled to receive it?

In Ukraine, it is planned to provide one-time financial assistance in the amount of 500-1000 hryvnias for certain groups of Kyiv residents and internally displaced persons who live in the capital.

This information is contained in the Mayor’s Order No. 628 dated July 25, 2025, “On providing one-time targeted material assistance to certain categories of the Kyiv population in connection with the celebration of the Independence Day of Ukraine in 2025”.

The following groups of citizens will receive funds for 1000 hryvnias:

orphan children;

repressed persons and their relatives who have been rehabilitated;
righteous people of Babyn Yar;
participants in the defense of Kyiv as part of the people’s militia formations;
relatives of service members who died in peacetime;
disabled people of group I with a pension of no more than 2.5 subsistence minimums;

persons with disabilities since childhood, and children with disabilities who receive social assistance;
citizens who have children with serious illnesses and receive assistance.
Meanwhile, 700 hryvnias will go to the following categories:

Persons who have had disabilities since childhood;

citizens who receive assistance for the maintenance of children whose breadwinner has died;
persons with disabilities;
Persons with disabilities who have received a social pension since childhood.
A cash benefit of 500 hryvnias will be provided to:

Non-working pensioners with pension payments of no more than 2.5 subsistence minimums;

persons who have reached retirement age but are not entitled to a pension;
persons who receive monthly assistance and live with a disabled person who needs care;
people who provide non-professional social services.
Persons who belong to several of the above categories will receive assistance only in the most significant amount.

It is worth noting that individuals who are entirely dependent on the state will not receive a one-time financial assistance.

In the past, there have been reports of deportations of Ukrainians from Poland, as well as the possibility of writing off debts for utility services.
