How IDPs can receive housing assistance: detailed instructions

In Ukraine, internally displaced persons (IDPs) can receive monthly housing allowances of UAH 2,000 or UAH 3,000, depending on the category. The Pension Fund has explained who is eligible for these payments, as well as what documents are required and how to apply — online or offline.

Housing allowances are provided to internally displaced persons (IDPs) every month from the moment of application. The amount of payments is determined as follows:

UAH 3,000 — for persons with disabilities and children;

UAH 2,000 — for other categories.

The Main Department of the Pension Fund of Ukraine in the Poltava Region has explained how to apply for assistance for IDPs.

Eligibility for assistance

According to the Resolution of the Cabinet of Ministers of Ukraine dated 20.03.2022 No. 332, from May 2022, the right to assistance is granted to persons who:

have moved from 01.01.2022 from territories where hostilities are taking place or from temporarily occupied territories for which there is no specified date of the end of hostilities;

have destroyed or uninhabitable housing, which is confirmed by documents;

Children born to IDPs have information entered into the Unified Information Database.

Conditions for able-bodied IDPs

Able-bodied IDPs who apply for assistance after December 1, 2023, are obliged to promote their employment within three months, which can be done through:

official employment;

registration as an individual entrepreneur;

registration as unemployed;

receiving grants for business development;

Becoming unemployed.

If these requirements are not met, the benefit will be suspended from the fourth month.

Who is exempt from employment obligations for the first six months

This category includes:

persons caring for a child under 6 years old;

persons raising three or more children under 18 years old;

persons caring for a child studying online;

persons caring for a sick child without disabilities;

persons with disabilities of group I or II;

persons caring for a person with disabilities of group I or an older adult;

specialists providing social services;

full-time or dual-education students.

Continuation of benefits for a second 6-month period without re-application

This applies to the following categories:

pensioners with a pension not exceeding four subsistence minimums for people with disabilities;

persons with disabilities of group I or II, children with disabilities under 18 years of age;

orphans and their guardians, as well as adoptive parents.

Required documents for applying for assistance

application of the established form;

an identity document;

birth certificate for children under 14 years of age;

court decision (if available);

certificate of serious illness of the child;

other documents that may affect the purpose or amount of assistance.

Methods of submitting documents

Online:

through the electronic services portal of the Pension Fund of Ukraine;

through the mobile application of the Pension Fund;

through the “Diya” portal.

Offline:

at the Pension Fund service center;

at the ASN;

by an authorized person of the local government body.

In the event of a change in circumstances that may affect payments, assistance may be reviewed or terminated.
