Pension payments for military retirees are planned to be increased

The Verkhovna Rada has submitted a bill No. 13461, which may radically change the process of calculating pensions for military personnel.

This project provides for the inclusion of one-time payments supplied to military personnel during martial law in the calculation of pension payments. The amounts of such payments vary from 30,000 to 100,000 hryvnias. To date, the amounts of pensions for military personnel (except for conscripts) and their families are determined based on:

– Official salary;

– Salary or additional payment for military or special rank;

– Percentage bonus for years of service;

– Monthly allowances, additional payments, and promotions;

– Bonuses within the framework of the legislation.

At the same time, combat payments that military personnel receive in accordance with Law No. 2011-XII “On Social and Legal Protection of Military Personnel” for performing special tasks during martial law are not included in this calculation.

The initiators of the bill, which include MP Yulia Tymoshenko, believe that this is unfair to those who defended the country, putting their lives and health at risk. These payments should impact the final pension amount.

The bill proposes:

1. To include the amounts of military awards paid under martial law in the calculation of pensions.

2. To recalculate existing pensions, taking into account the amounts paid.

If the law is adopted, the new rules will come into effect on September 1, 2025. The document has now been transferred to the relevant committee of the Verkhovna Rada for further consideration.

Pensioners were also previously promised bonuses of more than 900 hryvnias, and some older adults may be left without state payments. In addition, a second pension system is planned to be introduced, enabling Ukrainians to receive more money for their old age.
