From doctor to unit: new mobilization rules

In Ukraine, the procedure for serving summonses for military conscripts and reservists has changed. Now, the summons can be sent by mail using a registered letter that contains a description of the attachment and a notification of delivery, which is a change from the previously existing method of personal delivery.

Summonses are generated through the “Oberig” registry. Each summons has a unique QR code that contains all the necessary data extracted from the traditional document, as well as the registration number of the postal item (if it is sent by mail). The electronic version of the summons can be printed, but it must contain a functioning QR code.

The summons envelope must indicate:

type of document;
number of sheets;
full name of the head of the territorial recruitment center;
date of applying a qualified electronic signature.

The method of sending summonses began to be used from the moment the 60 days allotted for updating the personal data of those liable for military service expired (May 18, 2024). If a person subject to military service has provided updated data after this period, the summons can be sent to the specified address.

Terms of sending and appearance:

the summons will be sent within 48 hours after its signing by the head of the CCC;
for residents of regional centers, the term for which the appearance is set up to 7 days from the moment of sending;
for residents of other settlements – up to 10 days.

These changes are designed to enhance the process of notifying individuals about their obligations related to military service.
