Social support for the needy: who is entitled to payments and how to receive them

The state provides social support to low-income Ukrainian families. Families living in Ukraine and having incomes below the subsistence minimum can receive financial assistance.

The Vinnytsia Pension Fund informs that, according to Government Resolution No. 250 of February 24, 2003, the right to social benefits is granted to families who, due to objective reasons, cannot provide themselves with a decent standard of living. The amount of assistance is determined as the difference between the subsistence minimum for the family and the average monthly income of the family.

The family applying for social support includes:

husband;
wife;
minor children (both natural and adopted);
full-time or dual education students up to 23 years of age;
adult unmarried children with disabilities;
disabled parents of the husband or wife living together;
partners who raise children together, but are not officially married;
persons caring for a person with a disability in group I.
How to receive social assistance?

To apply for payments, a family representative must provide the following documents:

Passport or document confirming identity;

declaration of property status and income;
certificate of income (if there is information that is not in the state registers);
certificate of income for the six months preceding the application (if any);
certificate of combat donation (if available).
The documents must also include an application in the established form.

You can apply for social assistance:

in person – through the service center of the Pension Fund of Ukraine, the Centers for the provision of administrative services, or authorized persons of local self-government bodies;
online – through the web portal of electronic services of the Pension Fund of Ukraine or using the “Diya” application.
