Tariff increases planned in Ukraine from September 1

The National Commission for Energy and Utilities Regulation intends to increase rates for electricity distribution services for some distribution system operators from September 1, 2025. This decision is aimed at reducing debts to the leading network operator Ukrenergo and ensuring readiness for the autumn-winter period. Adjusting tariffs will allow for a more even distribution of financial obligations among market participants and create a reserve of equipment to eliminate the possible consequences of attacks on energy infrastructure.

According to preliminary estimates, tariffs for consumers of the first voltage class will increase by approximately 14%, while for the second class, by 23%. The most significant increase is expected for the companies “Rivneoblenergo”, “Kirovohradoblenergo”, and “Khmelnytskoblenergo”. The smallest increase in tariffs is predicted for “Chernihivoblenergo”, “Cherkasioblenergo”, and “Lvivoblenergo”.

Additionally, from October 1, tariffs for energy companies operating in frontline areas, such as Zaporizhzhiaoblenergo, Mykolaivoblenergo, Sumyoblenergo, Kharkivoblenergo, and PEEM TsEK, will be recalculated. Experts warn that a delay in adopting this decision may lead to the need for a more significant increase in tariffs in the future.

Executive Director of the Public Enterprise “Smart Electric Grids of Ukraine,” Oleksandr Baranyuk, noted that accumulated debts have already caused litigation among market participants, as well as fines from the regulator. Therefore, the establishment of economically justified tariffs is a necessary step to reduce pressure on the energy system and consumers.
