New Rules for Sale of Cars: Important Information for Drivers
The Cabinet of Ministers of Ukraine adopted Resolution No. 963 of August 13, 2025, which introduces new rules for the sale of used cars: Oleg Nazarenko, Director General of the All-Ukrainian Association of Auto Importers and Dealers.
According to the new standards, car dealerships and trade organizations will have the opportunity to buy cars directly from owners, without prior registration at the Ministry of Internal Affairs. Previously, this procedure was quite inconvenient because the owners had limited options for selling cars, including selling them on commission, searching for buyers independently, or issuing a general power of attorney to dealers. Quick transactions were often issued through assignments or with the participation of dealers.
The situation for car dealerships was still complicated, because after buying a car, they pledged to put it on the registration first and then remove it from the account before sale. The vast bureaucracy contributed to the fact that up to 99% of car transactions remained outside official accounting and went unpaid in taxes.
Now, thanks to the new rules, the owner of the car removes it from the registration and sells it to the car dealership as a product. The dealer then searches for a buyer who will be able to register the car immediately.
These changes can remove a large part of the market from the shadow and start a civilized Trade-in system. Oleg Nazarenko noted that, finally, the trade in used cars will start functioning according to transparent and modern rules.
