No indexation, but with increases: what changes await pensions in the coming months

Pensioners in Ukraine cannot expect an increase in basic payments due to indexation in the near future, although additional payments are still provided for specific categories.

Since September, some older adults have had the opportunity to receive allowances. From October 1, the offer of social assistance will be expanded, which is expected to have a positive impact on the financial situation of specific population groups.

Minimum pension amounts

Minimum pensions depend on age and length of service:

For working pensioners – 2,361 UAH;

for persons over 65 years of age with full service (30 years for women, 35 for men) and people over 80 years of age with 20/25 years of service – 3,758 UAH;

pensioners aged 70-80 years with the required length of service receive at least 3,613 UAH;

persons under 70 years of age with full service and people with disabilities of group I – 3,323 UAH;

other non-working pensioners – 3,038 UAH.

It is worth noting that the State Budget for 2025 does not include any plans to increase the subsistence minimum, so the amounts of payments will remain the same.

Maximum pensions

The upper limit of the pension, effective January 1, 2024, will be 23,610 UAH. This amount can be received by civil servants, scientists, local government officials, and people’s deputies, as well as citizens with full service and an official monthly income of 50 thousand UAH.

Police officers, military personnel, and judges have special mechanisms for calculating their pensions, while judicial cash benefits can exceed 100,000 UAH without restrictions.

Age-related allowances

One of the few positive aspects for most pensioners is the age-related allowance, which comes into effect from the day after their birthday for those whose total pension does not exceed UAH 10,340.30.

The amount of the allowances is:

for persons aged 70 to 74 – UAH 300;

for persons aged 75 to 79 – UAH 456;

For persons aged 80 and older – UAH 570.
