The Cabinet of Ministers increased support for IDPs: new services and additional financial payments

The Cabinet of Ministers of Ukraine has expanded the support program for internally displaced persons who were forced to leave their homes as a result of hostilities. The changes will enhance access to medical services, offer specialized housing, and provide financial support for working displaced individuals.

Prime Minister Yulia Svyrydenko announced this.

She noted that the government is implementing new social and medical initiatives for IDPs. One of the main innovations is the medical care service that will be available at the place of temporary residence after evacuation. This will help stabilize the health of displaced persons and, if necessary, assist them in receiving treatment in medical institutions within a month.

Additionally, a separate accommodation service for people with disabilities is being introduced. Providers of these services will provide not only a place to sleep, but also support in everyday life. This program will be financed from the state and local budgets.

The Cabinet of Ministers has allocated 1 billion hryvnia for the arrangement of temporary housing for displaced persons. Communities will use these funds to build, rehabilitate, or reequip housing that is suitable for individuals with special needs. For residents of the Kharkiv, Dnipropetrovsk, Zaporizhia, Chernihiv, Sumy, and Kherson regions, the funding will cover 100% of the costs. For other areas, it will cover up to 50%.

Working displaced persons will also receive an additional one-time payment of UAH 2,000 in addition to their housing allowance if they have been actively working for the past six months.

In addition, IDPs who are eligible for benefits or subsidies but have not received assistance from international organizations will be able to purchase solid fuel for the winter. The average amount of such a payment will be UAH 8,000, and approximately 32,000 households are expected to receive it. The Pension Fund will organize payments after the distribution of funds from international organizations is completed in November and December.

A bill was also registered in the Verkhovna Rada, which offers a deferral from mobilization for property owners who provide free housing for displaced persons who lost their homes due to the war.
