Electric scooters in Ukraine: new regulations and restrictions on sidewalks

On October 6, the Verkhovna Rada Subcommittee on Road Safety approved Bill No. 3023, designed to regulate the use of electric scooters and other light electric vehicles. This document includes new road signs, restrictions for children, and the definition of zones where the movement of electric scooters is prohibited.

The author of the bill, MP Oleksandr Gorenyuk, noted that the initiative’s primary goal is to legalize the use of electric scooters and make the rules of the road understandable to all participants.

The main provisions of Bill No. 3023, which have been submitted for second reading, include:

  • Official recognition of light electric vehicles, such as electric scooters, unicycles, and Segways, as road users.
  • Permission to ride on sidewalks for children under 7 years of age only when accompanied by an adult; children from 7 to 14 years of age can ride on sidewalks, bicycle paths, and in recreation areas; teenagers over 14 years old – mainly on bike paths or along the edge of the roadway, always giving priority to pedestrians.
  • Granting local authorities the right to determine zones where the movement of electric scooters is prohibited, with the introduction of new road signs.
  • The law will come into force three months after its official publication.
  • Strict speed limits were excluded from the second version of the document, leaving this norm for regulation by bylaws.

According to police, during the first nine months of 2025, 1,144 road accidents involving electric scooters and other light electric vehicles were recorded, in which 14 people died and 765 were injured. Gorenyuk emphasized that regulating this issue is critically important for the safety of citizens.

Bill No. 3023 was adopted at first reading in September 2020, but did not proceed to second reading due to public discussion. In the fall of 2025, work on the document continued after the introduction of a ban on electric scooter movement in the center of Ivano-Frankivsk, following numerous pedestrian complaints about collisions.

There is also a trend in Europe to restrict the movement of electric scooters: similar bans have been introduced in Paris, Madrid, and Piatra Neamt, and since January 2026, in Prague, while in Barcelona, London, and Rome, the use of such means of transport has been significantly restricted.
