Digital passes in Kyiv from 2026: how to act during curfew
Kyiv is preparing to introduce electronic passes for cars and special vehicles during the curfew. This innovation was supported at a meeting of the city’s Defense Council.
According to the Kyiv City State Administration, the capital’s authorities have instructed the 12th Army Corps of the Armed Forces of Ukraine, together with the authorities, to develop an algorithm for issuing and using digital passes, as well as to approve the relevant regulations.
It is planned to create a specialized information and communication system for managing electronic passes, enabling control of transport movements at night.
The Kyiv City Military Administration also plans to appeal to the regional administration with a proposal to introduce a digital pass system across the Kyiv region.
The curfew in the capital lasts from midnight to 5:00. Passes will be available to employees of the security and defense sector of Ukraine, as well as employees of critical facilities.
Cyber defense systems are currently being actively developed in Ukraine. Soon, the Armed Forces may receive a new structural unit—the Cyber Forces, responsible for protection in the digital environment.
The creation of Cyber Forces will improve the efficiency of cyber operations management, enhance the protection of critical infrastructure, and strengthen the country’s defense capability in the digital space.
Also, mobilized service members will have the opportunity to transfer to contract service, while the terms of contracts will be clearly regulated by law. The lawyer explained what conditions apply to different categories of military personnel.
