Portugal tightens control: new strict restrictions for Ukrainian migrants

Portugal has taken one of the strictest steps in recent years in its migration rules. On September 24, the country’s parliament adopted a new version of the Law on Foreigners, which significantly changes the conditions for family reunification, employment, and obtaining citizenship. This bill has received the support of the ruling coalition and right-wing parties, and now awaits the president’s signature.

Human rights activists have already expressed concern, as the innovations could significantly complicate the lives of migrants, in particular Ukrainians. The biggest challenge will be the requirement to live in Portugal for at least 2 years before applying for reunification with relatives. Exceptions are only for spouses and children, but even in this case, confirmation of all necessary documents must be provided. In addition, migrants are required to demonstrate sufficient income and housing.

Changes related to employment have also caused concern. Previously, Portugal issued work visas even to people seeking simple jobs, but now only highly qualified specialists will receive them. The abolition of simplified access for citizens of Brazil and some other countries has also become an essential aspect of the reforms. To monitor compliance with the new rules, a specialized police unit will be created to deal with migration and deportation issues.

Another unpleasant moment is the changes in the procedure for obtaining citizenship. Earlier, immigrants from Portuguese-speaking countries had to live in the country for 5 years; now, this period has been extended to 7 years. For Ukrainians and other foreigners, the waiting time has been increased to ten years. This means migrants will remain in a “temporary” status as citizens for a long time, without a complete set of rights.

For Ukrainians seeking a safe and promising life in Portugal, these changes proved a difficult test. Problems with family reunification, difficult employment conditions, and the virtually unrealistic prospect of obtaining a passport are all causing outrage in migrant communities. Experts warn that the new law could not only complicate integration but also force many Ukrainians to seek new opportunities to move to other countries.
