CCC will receive more information: what changes await those liable for military service

A new legislative initiative has begun in Ukraine, which envisages the creation of a Unified State Register of Conscripts. The system is scheduled to be fully operational by the end of the year, according to data obtained from the “Lawyer’s Council” portal.

The register will be integrated with various state information systems, such as the State Register of Civil Status Acts, as well as the systems of the State Migration Service, the Ministry of Internal Affairs, the Tax Service, and the Pension Fund.

“This register will allow the CCC and the SP to receive up-to-date data on the addresses of conscripts, the presence of grounds for deferment from service, or the facts of their departure abroad,” the lawyers comment.

The General Staff notes that creating the Unified Register is an essential step in streamlining military registration, as many men were previously not registered or had not updated their data. This new mechanism will help to more accurately determine who is subject to mobilization and who is entitled to discharge.

The Ministry of Defense emphasizes that the automatic appointment of mobilization of all citizens will not be carried out. At the same time, those who fail to update their credentials may face fines or administrative penalties.

Recall that general mobilization in Ukraine will be extended until November 5, 2025, due to martial law. All men from 25 to 60 years old are subject to conscription, regardless of military experience, if they do not have grounds for deferment or reservation. Women working in the medical field—doctors, nurses, and pharmacists—must also be registered for military service.

Additionally, there are several exceptions to the draft: individuals deemed unfit for military service due to health reasons; men under 25 (unless they choose to volunteer) and over 60; parents of three or more children; caregivers of people with disabilities; full-time students; and employees of certain government agencies.
