In Ukraine, the conditions for obtaining a deferment from mobilization to care for parents have become easier: what’s new since November
Starting in November 2025, the procedure for obtaining a deferment for those caring for parents or other relatives will become easier to access. Citizens will be able to submit the necessary documents not only in person, but also online through state services.
Currently, a general mobilization is underway in Ukraine, during which some categories of conscripts may receive deferments. One of the main reasons is the need to care for loved ones who need help due to poor health or old age. Lawyer Vladislav Derii reported this.
Not so long ago, a client asked a lawyer about new ways to submit documents for a deferment. Until November 1, 2025, the only place where applications were accepted was the territorial recruitment center (TCK).
However, with the beginning of November, the procedure has changed. Now conscripts can apply for a deferment not only at the TCK, but also at the Centers for Providing Administrative Services (CCAS) or using the state online service “Reserve +”.
Thus, caregivers can do without a personal visit to the CCC, which will significantly simplify the procedure, reduce the time spent in queues, and reduce bureaucratic obstacles.
Lawyers advise preparing all necessary documents in advance to confirm the fact of care, thereby speeding up the application process through new channels.
