Pensioners may be left without finances: who will have their payments delayed?

Under the new rules, pensioners temporarily residing abroad or in occupied territories must undergo physical identification by December 31 of each year to continue receiving pension payments.

The Representation of the President of Ukraine in the Autonomous Republic of Crimea reported this information.

From March 20, 2025, a resolution of the Cabinet of Ministers of Ukraine came into force, determining the procedure for accruing pensions and social benefits for persons residing outside the state or in occupied territories. All these citizens must now undergo annual identification before the end of the year to receive their pensions.

Possible methods of identification:

In person at the Pension Fund service center – for this, you must have an identity document (passport or other).

At the bank through which payments are made, the pensioner must visit the financial institution to undergo identification.

Authorization through an electronic account on the Pension Fund of Ukraine portal – this method requires the use of a qualified electronic signature “Diya.Pidpis”.

A video conference with the territorial body of the Pension Fund is another way to verify a person via video.

Registration of confirmation through a diplomatic institution of Ukraine is possible for persons abroad; confirmation of life at embassies or consulates is also possible.

Electronic submission of documents through the Pension Fund portal – you can send scanned copies of documents and sign the application with an electronic signature.

If a pensioner does not complete the identification procedure by December 31, his payments will be suspended from January 1 of the following year.

It was previously reported that a significant increase in payments may apply to pensioners, as well as the possibility of increasing the pension to 45%. It is also being discussed how pensions will change in 2026.
