Men are no longer welcomed straight from the door: what has changed since November 1 at the TCC

Ukraine has updated the procedures for those liable for military service. Now it makes no sense to apply in person at the territorial recruitment centers (TCKs) for a deferment with documents.

Starting November 1, 2025, the TCK will no longer accept applications from citizens, so those wishing to obtain a deferment will have to find other ways.

As reported by the Ministry of Defense, only two official ways to submit documents are now available: through the mobile application “Reserve +” or through the Center for Administrative Services (CASS).

The agency explains that these changes are aimed at simplifying the process and reducing the burden on TCK employees, who previously had to deal with a large number of documents and queues.

In other words, if you wanted to issue a deferment, forget about the queues at the office and the military registration and enlistment office. All applications are now processed exclusively online or through the CASS. Attempts to submit documents in person to the TCK will be rejected.

Thus, “Reserve+” becomes your new way of interacting with the system, and the CCC turns into another place where you do not need to go for bureaucratic matters.

We remind you that there have been recent changes related to the delivery of summonses, and citizens should beware of some common mistakes. According to the new rules, summonses are planned to be canceled for a year, and a new type of postponement is to be introduced for specific categories of the population.
