New rules for the departure of men: who can go abroad

On October 28, 2025, the updated rules for checking military registration data during the border transformation came into force in Ukraine. Although the men’s check-out process itself has remained the same, the check-in process has gone entirely digital.

Lawyer Nataliya Hnatyk from the association “Aktum” reports that border guards can now check conscript information directly through state electronic registers. This means that having a paper military ID or certificate is no longer required. The main thing is the data’s relevance in the Unified State Register of conscripts and reservists.

Previously, such checks were carried out, but they are now officially fixed by the Cabinet of Ministers Resolution No. 1364. From now on, the check is conducted online, in real time. The border guard receives all the information – whether the man is registered, whether he has a deferral, or whether there are any violations. This greatly simplifies the procedure and minimizes the impact of the human factor.

At the same time, nothing has changed for conscripts serving in the Security Service of Ukraine or intelligence structures: they still need a paper certificate of deferment bearing the signature and seal of the territorial recruiting center.

Legal experts recommend that everyone who plans to travel abroad check their data in the Rezerv+ mobile application and ensure that the information entered for military registration and deferment is correct. If you have an electronic military document in Diya, save it as a PDF or take a screenshot of the QR code to access it even without an Internet connection.

Before the trip, it is advisable to update the information – preferably on the eve of departure. If the postponement is not recorded in the register, there may be difficulties at the border.
