Military Anatoly Stefan drew attention to the activities of the carrier “DonAvtotur”, which continues its work in Ukraine, even though its drivers have actually recognized the temporarily occupied areas under Russian control.
He shared this fact on his Telegram channel, noting that in the 12th year of the war and the fourth year of the full-scale invasion, this company is operating peacefully in Ukraine. Stefan said that the drivers openly demonstrate loyalty to the occupation authorities.
In the temporarily occupied territories, including the Kherson region, a ban on vehicles with Ukrainian license plates has been in place since 2025. The occupation administrations are tightening control, threatening to confiscate cars and deport those who have not fulfilled the requirements of the Russian registration rules. This creates additional pressure on civilians and complicates the activities of Ukrainian carriers.
At the same time, Russian troops are actively developing their logistics networks. They use rail routes, including via Mariupol to Rostov-on-Don, to move military cargo and remove property.
Belarus is also involved in raw material transportation schemes; in 2025, imports into the temporarily occupied territories reached the previous year’s annual level, while exports doubled. However, incidents, such as the derailment of a Russian military train in the Zaporizhia region, occasionally disrupt logistics.
The movement of civilians from the occupied territories is limited. Exit is possible through the Kolotylivka checkpoint by regular buses or private cars, after which people are taken by evacuation trains to Sumy. Russian forces regularly attack civilian transport and logistics in Kherson, in an attempt to further isolate the region.
According to poll results, 43% of Ukrainians are ready to accept the de facto occupation of some territories of the country without legal consolidation, provided that security guarantees are provided for Ukraine.
