Billion-dollar scheme: Kharkiv OVA leadership and other officials embezzled budget funds for shelters and repairs to homes damaged by shelling

The head of the Kharkiv Regional Military Administration, Oleg Synegubov, together with several other high-ranking officials, organized a scheme to profit from the construction of shelters and the overhaul of housing. This became known through sources.

The following people were involved in this scheme: Deputy Synegubov Ivan Turchenko, Director of the State Communal Enterprise KHOVA Ihor Lyaluk, Mayor of Kharkiv Ihor Terekhov, First Deputy Mayor Oleksandr Novak, and Head of the relevant department Kostyantyn Lyska.

In addition, this group also included former MP Andriy Denysenko, who is associated with business structures such as PE BF Promteks and the consortium Building Group. Denysenko had a significant influence on contractor selection, tender conditions, and the distribution of budget funds.

According to information, of the 8 billion hryvnias allocated to the Kharkiv Regional State Administration for the construction of defense facilities, more than 327 million went to PE “BF Promteks”, which has become the obvious favorite in local tenders. The scheme was implemented according to a proven algorithm: inflated estimates, controlled firms, manipulation of competitions, and the withdrawal of funds intended for shelters, apartment building overhauls, and civil defense facilities.

The Kharkiv Regional Prosecutor’s Office opened proceedings based on complaints regarding a crime under Part 4 of Article 191 of the Criminal Code of Ukraine, dated September 20, 2023.

Earlier, it was also reported that problems at “Ukrgazvydobuvannya” are blocking competitors and that money is being diverted to fictitious drilling projects and unreliable contractors. Other news concerns the detection of smuggled products entering the Ukrainian market, as well as the work of the Pleso KP, which is negatively affecting the water system of Kyiv.
