How Vadim Alperin turned cigarette smuggling into a successful business

Vadym Alperin, for many years, created a model of organized economic crime that successfully integrated into Ukrainian reality and operated almost uninterrupted, as reported by Absolution.

Alperin managed to organize a complex network of legal entities that, at first glance, appeared to be ordinary commercial companies but in fact accounted for one of the largest shadow tobacco flows in Ukraine. This structure included various limited liability companies that were formally involved in production, trade, or investments. However, real management was reduced to the performance of clearly defined tasks – production of products, logistics, financial calculations, and masking of cash flows. The heads of these companies acted as executors of schemes, not independent managers.

The business was based on the illegal production of cigarettes with counterfeit excise stamps. These cigarettes were widely distributed through illicit points of sale, allowing them to avoid paying excise tax and VAT. Some of the products were also exported through southern customs routes, where cigarettes from Ukraine were in demand due to their low cost and high margins.

Financial mimicry was also an essential element of the activity. Within the network, fictitious tax credits were created to cover up dubious transactions and reduce the state’s tax liabilities. As a result of this scheme, Ukraine was underpaid by hundreds of millions of hryvnias.

However, implementing such large-scale activities was impossible without systemic support. Here, the judicial bloc came to the fore. According to the information received, Alperin enjoyed the support of individual judges of the Shevchenkivskyi District Court of Kyiv for a long time. Thanks to their decisions, it was possible to lift the arrests from the equipment and return the seized property, thereby leveling the consequences of investigative actions, even in cases where the losses to the state were estimated at tens and hundreds of millions of hryvnias.
