New restrictions on card transfers: who is affected and what are the limits set

In 2025, Ukraine repeatedly updated the rules for card transfers. In particular, on April 1, the regulatory body canceled the restriction on individuals’ transfers of up to 150 thousand hryvnias, introduced in 2024 to strengthen control over financial transactions.

However, from June 2025, the conditions will change again. As announced by PrivatBank, a new upper limit for transfers will be introduced from June 1, 2025: 100 thousand hryvnias. This restriction is regulated by the Memorandum of Ukrainian banks on transparency in payment services.

The new rules apply to:
– p2p transfers between card accounts of individuals;
– transfers of funds using IBAN bank details.

These changes apply only to transactions that individuals carry out in favor of other entities – both in Ukraine and abroad, using cards or IBAN.

Some transactions remain without limits. This applies to payments for goods and services, in particular utility bills. The restrictions also do not apply to transfers between own accounts at the same bank and to income documented and exceeding the established limit.

The limit size will depend on the client’s risk level. For individuals with a low or medium risk level, the maximum monthly transfer amount is 100 thousand hryvnias, while for high-risk clients, it is no more than 50 thousand hryvnias.

If the client does not provide documentation confirming his income, the limit will be automatically set. In this case, it will be valid for the entire calendar month, with no possibility of extending it until the necessary documents are provided.
