Parents with many children risk becoming “evaders”: deferrals are automatically canceled
In the period 2025-2026, a large-scale database synchronization was completed, significantly facilitating the verification of citizens’ marital status. Now, the human factor in this process is minimized, and any discrepancies between the DRACS registers and the Ministry of Justice are automatically corrected, updating the status of those liable for military service.
Even minor technical errors, such as a delay in alimony payments or an incorrect entry of a symbol, can lead to a father with many children being recognized as a violator and deprived of the right to a deferral, “Voice of the Carpathians” reports.
According to the 2026 mobilization legislation, the right to a deferral depends on financial discipline. The minimum amount of alimony for children aged 6 to 18 is UAH 3,471. If the debt exceeds UAH 10,400 or there is a delay in payments for more than 90 days, the right to a deferral is lost. Debts that have lasted more than a year are subject to an additional 20% fine. According to these rules, up to 20 thousand men with many children may be called up for conscription.
The synchronization of registers has most affected specific categories of persons who may be the first to lose the deferral:
– parents of children from different marriages with debts to one of the families;
– men raising stepchildren or stepdaughters, if their biological father is not deprived of rights, has not disappeared, or has not died;
– holders of large-child certificates with incorrect data in social services;
– men without an official court decision on child support.
The “Oberig” system constantly monitors debt through the debtors’ register and changes the status to “suitable” without warning. The data is updated up to 14 working days after the debt is repaid, meaning the only protection for citizens may be a receipt and a certificate from the enforcement service.
Earlier, it was reported that the CCK plans to issue summonses for mobilization even up to the age of 25. There was also an expert forecast about the possible collapse of the front. Ukrainians should prepare for new rules on issuing summonses to those liable for military service.
