It scares more than Russian missiles”: the ombudsman pointed out the key mistake of the mobilization

Changing the Ukrainians’ attitude toward mobilization is possible only through significant transformations in state policy. Dmytro Lubinets, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, pointed this out.

According to Lubinets, the number of appeals from citizens complaining of violations of their rights during mobilization processes is increasing each year. Although some of these complaints lack evidence, the overall trend suggests a serious problem.

He focused on the fact that, in some cases, territorial recruitment and social support centers engage in actions beyond the limits of legality. This applies to illegal restrictions on freedom, the confiscation of personal belongings, and the use of physical force. In some cases, such actions lead to hospitalization, and in some cases even to a fatal outcome.

Lubinets noted that without citizens’ trust in military structures, the state will not be able to win the war. People cannot fear them more than missile attacks. In his opinion, it is not enough to strengthen control and responsibility — it is necessary to change the approach to mobilization itself.

According to the ombudsperson, a new motivation system should become an essential part of this process. The basis for this is the provision of financial resources to military personnel and the clearly defined terms of service.

Lubinets noted that people are not ready to sign a contract without knowing how long they will serve in the army. He welcomed the introduction of six-month, one-year, or two-year contracts, provided that higher salaries accompany more extended contracts. However, he noted, even these amounts need a significant increase.

Lubinets also commented on the widespread notions of “high salaries” in the army. He noted that payments of 100,000 hryvnias are received only by military personnel on the front lines. After leaving combat positions, military personnel receive basic support, which, according to him, amounts to about 20,000 hryvnias and often does not cover their family’s needs.

He also advocated restoring the system of monetary rewards for specific results. Lubinets recalled the practice of payments for destroyed equipment and completed combat tasks, stressing that this model motivates the military and makes the service more understandable and predictable.
