Officials of the Kyiv Green Building are suspected of embezzling over a million hryvnias at the Festival Park

The Kyiv City Prosecutor’s Office has announced suspicions against two employees of the municipal association “Kyivzelenbud” for embezzling budget funds intended for the repair of the “Festivalny” park.

Suspicion has also been raised against the contractor, who is accused of embezzling state finances.

It was established that the deputy head of one of the departments of “Kyivzelenbud” acted in collusion with the department’s head. The law enforcement officers found that they had illegally spent the 2024 funds allocated for the park’s capital repairs in the Desnyan district of the capital.

According to the investigation, officials overestimated the amount of work documented, including in the report, work that was not actually performed.

For these works, the contractor was paid more than 1.1 million hryvnias from the city budget, resulting in total losses to the capital’s finances.

The actions of the suspects were classified under Part 5 of Article 191 of the Criminal Code of Ukraine, which provides for serious punishment, including imprisonment for a term of seven to twelve years, as well as possible restriction of the right to hold certain positions for up to three years and confiscation of property.

The pre-trial investigation is conducted by the Main Directorate of the National Police in Kyiv, and the Department of Special Investigations of the National Police of Ukraine provides operational support.

According to Article 62 of the Constitution of Ukraine, every person is considered innocent until proven guilty in court.

At the moment, the prosecutors of the Kyiv City Prosecutor’s Office have already sent an indictment to the court against one of the representatives of the State Enterprise “Ukrainian State Center of Radio Frequencies”, who is responsible for organizing public procurement.
