The body of an employee from the entourage of Russian henchman Saldo was found on the Arabatskaya Spire
On the Arabatskaya Spit, in the occupied part of the Kherson region, a few weeks ago, one of the bodyguards of the so-called “governor” Volodymyr Saldo was found dead.
The circumstances of the bodyguard’s death remain unclear. At the same time, the fact of the death of a person from the immediate circle of the occupation authorities has caused concern among representatives of the occupation structures. Underground workers indicate that the incident was tried to be hidden and avoid publicity.
According to the resistance movement, tensions among collaborators in this area are growing. Various groups are trying to strengthen their positions and show loyalty to the Russian leadership. Saldo himself, who has been distrusted by Russian officials for over a year due to corruption scandals, remains in office, but his authority has been shaken. The Russians have appointed his deputy from the FSB, Pavel Shuvalkin, to better control the situation.

Volodymyr Saldo, a former deputy of the Kherson City Council, provided support to the Russian army after the outbreak of hostilities and headed the occupation administration in Kherson. He has been wanted in Ukraine since December 2022. He has been subject to sanctions by Canada, the United States, the United Kingdom, the EU, New Zealand, Japan, Australia, Switzerland, and Ukraine.
In November 2023, the Odessa Court sentenced Saldo in absentia to 15 years in prison with confiscation of property for high treason, collaborationist actions, and glorification of Russian aggression.
Saldo is also suspected of involvement in the theft of more than 3 million tons of Ukrainian grain in 2022, when he exerted pressure on businesses and facilitated the seizure of enterprises. In particular, on his orders, 2.8 thousand tons of barley worth about 15 million hryvnias were exported from the occupied Kherson Bread Plant to the territory controlled by Russia.
Currently, Saldo is on the National Security and Defense Council sanctions lists, he was notified of suspicion of collaborationist actions and the organization of an illegal “referendum” in the occupied territories.
It is also worth noting that on May 21, 2024, an auction for the sale of his apartment in Odessa with an area of 128.5 m2 was held in the electronic system “Prozorro.Prodazhi”. The apartment was sold for 2.9 million hryvnias to the new military owner, and the proceeds were directed to the elimination of the consequences of Russian aggression.
During 2022–2023, reports appeared in the media about his alleged death in Moscow, but Saldo publicly denied these rumors.
